If not, then he will appear after the player and Lucas/ Dawn battle the Team Galactic Grunts in front of the Galactic Warehouse. The player next encounters Looker at the Veilstone Game Corner, if one decides to look there. Looker infiltrates the building by disguising himself as a Team Galactic Grunt.
